Integrate technical textiles into non-leather footwear production; urges Textile Minister

India's domestic textile and footwear ecosystem is restructuring material inputs to capture non-leather global demand, which now accounts for 86 per cent of world consumption. While India commands 12.5 per cent of global footwear production, its export share remains constrained at 2% due to underutilization of advanced synthetic fabrics. Giriraj Singh, Union Textiles Minister urged domestic manufacturers to integrate engineered technical textiles - such as high-tenacity breathable uppers and impact-absorbing insoles - to upgrade product standards. The shift toward functional materials and performance design is essential to convert our massive manufacturing capacity into international export leadership, states Singh.

Capital allocations target synthetic raw material and manufacturing gaps

To support this industrial transition, the Ministry of Textiles has deployed a Rs 10,600 crore Production Linked Incentive (PLI) scheme dedicated to man-made fiber (MMF) fabrics, garments, and technical textiles. A case in point is Agra's footwear cluster, where manufacturing units adopting moisture-wicking and antimicrobial synthetic linings have improved export unit value realization by expanding into performance footwear. However, raw material quality consistency and import reliance on high-performance synthetic yarns remain primary operational bottlenecks. Overcoming these supply chain constraints is critical as the government targets expanding the national textile market from Rs 16 lakh crore to Rs 33 lakh crore by FY2031.

The Ministry of Textiles oversees policy execution, export promotion, and infrastructure development across India’s fiber, apparel, and technical textile sectors. Formed post-independence to govern national textile production, the ministry executes flagship initiatives including the National Technical Textiles Mission to expand domestic market value to $40 billion and drive global trade competitiveness.
