The reopening of the Production Linked Incentive (PLI) scheme portal for Round 4 applications from November 1 through December 31, 2026, represents a major structural shift for Indian textile and garment manufacturers. Following strategic policy revisions by the Union Ministry of Textiles, minimum turnover thresholds under Part 2 were reduced to Rs 100 crore, significantly expanding accessibility for mid-market garment manufacturers. Industry body Confederation of Indian Textile Industry (CITI) estimates, these liberalized terms will mobilize fresh capital, driving capacity expansion across major manufacturing hubs including Surat, Ludhiana, and Tiruppur.

Expanded product coverage and tax reforms drive capacity buildout

Policy amendments extending incentive benefits across additional product categories, including man-made fiber (MMF) apparel, fabrics, and technical textiles, are directly addressing key supply chain bottlenecks. Industry leaders project the structural revisions will accelerate India's progress toward achieving $350 billion in national sector output by 2030.

Lowering the entry barrier under Round 4 allows mid-sized garment makers to scale operations and participate in foreign supply chains, states Ashwin Chandran, Chairman, CITI. This policy framework bridges long-standing capital gaps, enabling apparel units to enhance international competitiveness.

Eyeing $350 billion turnover by 2030

CITI represents the entire textile value chain from ginning to garmenting across domestic and export markets. The organization focuses on trade facilitation, sustainable expansion, and competitiveness. It aims to generate an output of $350 billion by 2030, anchored in India's historical cotton and synthetic manufacturing base.
