Spearheaded by the Union Budget 2026-27's Tex-Eco Initiative, the Ministry of Textiles is funding technological commercialization across pre-consumer manufacturing waste and post-consumer fabric streams. The strategy addresses impending European Union regulations regarding Digital Product Passports and Extended Producer Responsibility (EPR), where non-compliant suppliers face potential market access penalties.

Institutional alliances accelerating waste-to-yarn upcycling

The ministry's strategic roadmap integrates research bodies, Centres of Excellence, and private start-ups to commercialize mechanical and chemical recycling infrastructure. International partnerships - including UNIDO's project on eliminating hazardous chemicals and UNEP's In-Tex India initiative - are establishing Life Cycle Assessment benchmarks across regional manufacturing hubs. Additionally, public procurement rules now incorporate upcycled products via a tripartite agreement between the Textiles Committee, SCOPE, and the Government e-Marketplace.

Sustainable trade and material policy framework

The Tex-Eco Initiative operates as the sustainable manufacturing arm under the Integrated Programme for the Textile Sector. Targeting natural, synthetic, and recycled fiber categories, the scheme supports eco-labeling and waste management technologies across major domestic export hubs. Initiated under Union Budget 2026-27 guidelines, the platform seeks to protect export margins through certified circular processing compliance.
